God is the all-powerful creator-ruler of Heaven and Earth. Humankind is made in God’s image. I.e. humankind is created to exercise godly power (authority) over Heaven and Earth.
Power over Earth:

26 Then God said, “Let us make humankind[a] in our image, according to our likeness; and let them have dominion over the fish of the sea, and over the birds of the air, and over the cattle, and over all the wild animals of the earth,[b] and over every creeping thing that creeps upon the earth.”

male and female he created them.

Pain and sin presently exist because humankind has yet to fully develop the Wisdom and Power ( = Glory) to perfectly control God’s creation.

Present Suffering and Future Glory
18 I consider that our present sufferings are not worth comparing with the glory that will be revealed in us. 19 For the creation waits in eager expectation for the children of God to be revealed. 20 For the creation was subjected to frustration, not by its own choice, but by the will of the one who subjected it, in hope 21 that[a] the creation itself will be liberated from its bondage to decay and brought into the freedom and glory of the children of God.
22 We know that the whole creation has been groaning as in the pains of childbirth right up to the present time. 23 Not only so, but we ourselves, who have the firstfruits of the Spirit, groan inwardly as we wait eagerly for our adoption to sonship, the redemption of our bodies. 24 For in this hope we were saved. But hope that is seen is no hope at all. Who hopes for what they already have? 25 But if we hope for what we do not yet have, we wait for it patiently.
26 In the same way, the Spirit helps us in our weakness. More Than Conquerors
31 What, then, shall we say in response to these things? If God is for us, who can be against us? 32 He who did not spare his own Son, but gave him up for us all—how will he not also, along with him, graciously give us all things? 33 Who will bring any charge against those whom God has chosen? It is God who justifies. 34 Who then is the one who condemns? No one. Christ Jesus who died—more than that, who was raised to life—is at the right hand of God and is also interceding for us. 35 Who shall separate us from the love of Christ? Shall trouble or hardship or persecution or famine or nakedness or danger or sword? 36 As it is written:
“For your sake we face death all day long;
we are considered as sheep to be slaughtered.”[c]
37 No, in all these things we are more than conquerors through him who loved us. 38 For I am convinced that neither death nor life, neither angels nor demons,[d] neither the present nor the future, nor any powers, 39 neither height nor depth, nor anything else in all creation, will be able to separate us from the love of God that is in Christ Jesus our Lord.
Humankind has yet to become the perfect image of God ( = glorified). For this eventual goal to be realised, it takes time: suffering and effort being part of the process.
God is the all-powerful creator-ruler (sovereign), and so is primarily responsible for the existence of all pain and sin:

I form the light and create darkness,
I bring prosperity and create disaster;
I, the Lord, do all these things.
For humankind to be the image of God, i.e. for us to wield divine power over Heaven and Earth, is for us to be secondarily sovereign and responsible for the pain and sin that exists. This responsibility is symbolised by the cross:
Matthew 16:24-27 New International Version (NIV)
24 Then Jesus said to his disciples, “Whoever wants to be my disciple must deny themselves and take up their cross and follow me. 25 For whoever wants to save their life[a] will lose it, but whoever loses their life for me will find it. 26 What good will it be for someone to gain the whole world, yet forfeit their soul? Or what can anyone give in exchange for their soul? 27 For the Son of Man is going to come in his Father’s glory with his angels, and then he will reward each person according to what they have done.
God has already taken responsibility for it: He has sent Jesus Christ, His own son (son of God), a human (son of man), to bring healing to the world. Jesus demonstrates and teaches us what it means to be a perfect human being made in God’s image: to take personal responsibility for the existence of pain and sin in the world ( = bearing the sin), and undertake the God-ordained suffering and effort required to fix it ( = taking away the sin; healing; cleansing; etc.).
Jesus prayed repeatedly to avoid the excruciating suffering that the cross entails, but was ready to accept that God may have better plans.
Matthew 26:36-44 New International Version (NIV)
36 Then Jesus went with his disciples to a place called Gethsemane, and he said to them, “Sit here while I go over there and pray.” 37 He took Peter and the two sons of Zebedee along with him, and he began to be sorrowful and troubled. 38 Then he said to them, “My soul is overwhelmed with sorrow to the point of death. Stay here and keep watch with me.”
39 Going a little farther, he fell with his face to the ground and prayed, “My Father, if it is possible, may this cup be taken from me. Yet not as I will, but as you will.”
40 Then he returned to his disciples and found them sleeping. “Couldn’t you men keep watch with me for one hour?” he asked Peter. 41 “Watch and pray so that you will not fall into temptation. The spirit is willing, but the flesh is weak.”
42 He went away a second time and prayed, “My Father, if it is not possible for this cup to be taken away unless I drink it, may your will be done.”
43 When he came back, he again found them sleeping, because their eyes were heavy. 44 So he left them and went away once more and prayed the third time, saying the same thing.
The better plan was that Jesus would suffer and die, but in due time rise from the dead.
Hebrews 5:4-10 New International Version (NIV)
4 And no one takes this honor on himself, but he receives it when called by God, just as Aaron was.
5 In the same way, Christ did not take on himself the glory of becoming a high priest. But God said to him,
“You are my Son;
today I have become your Father.”[a]
6 And he says in another place,
“You are a priest forever,
in the order of Melchizedek.”[b]
7 During the days of Jesus’ life on earth, he offered up prayers and petitions with fervent cries and tears to the one who could save him from death, and he was heard because of his reverent submission. 8 Son though he was, he learned obedience from what he suffered 9 and, once made perfect, he became the source of eternal salvation for all who obey him 10 and was designated by God to be high priest in the order of Melchizedek.
Jesus (the human) is even said to have been made perfect through learning from the suffering. So it comes as no surprise that the rest of God’s children, like Jesus, are also meant to be perfected through suffering, death, and resurrection.

3 Or don’t you know that all of us who were baptized into Christ Jesus were baptized into his death? 4 We were therefore buried with him through baptism into death in order that, just as Christ was raised from the dead through the glory of the Father, we too may live a new life.
5 For if we have been united with him in a death like his, we will certainly also be united with him in a resurrection like his. 6 For we know that our old self was crucified with him so that the body ruled by sin might be done away with,[a] that we should no longer be slaves to sin— 7 because anyone who has died has been set free from sin.
8 Now if we died with Christ, we believe that we will also live with him. 9 For we know that since Christ was raised from the dead, he cannot die again; death no longer has mastery over him. 10 The death he died, he died to sin once for all; but the life he lives, he lives to God.

A person may decide not to take responsibility for the pain and sin in the world, and to contribute nothing towards solving the problem, while perhaps blaming God for everything. In doing so, he also excuses himself from any right to exert any influence over God’s creation (which essentially means losing the right to exist at all; because anyone who exists would necessarily exert some amount of influence on the world).

7 John said to the crowds coming out to be baptized by him, “You brood of vipers! Who warned you to flee from the coming wrath? 8 Produce fruit in keeping with repentance. And do not begin to say to yourselves, ‘We have Abraham as our father.’ For I tell you that out of these stones God can raise up children for Abraham. 9 The ax is already at the root of the trees, and every tree that does not produce good fruit will be cut down and thrown into the fire.”

11 John answered, “Anyone who has two shirts should share with the one who has none, and anyone who has food should do the same.”
